Question New Gigabyte 4070 is stuck on PCIe 1.1 ?

Motherboard:ASROCK B660 ITX
Ram: Corsair VENGEANCE LPX 32GB DDR4
SSD/HDD:Samsung 980 Pro 1TB
GPU:Gigabyte NVIDIA GeForce RTX 4070 WindForce OC 12GB
PSU:NZXT H1 650W
Chassis: NZXT H1
OS:WIN 11
Monitor:SAMSUNG

Through Gpu-z my new 4070 will only use pcie 1.1 instead of pcie 4 even during 3dmark and cyberpunk 2077
Checked every driver is up to date . Really cant figure it out. After 3dmark timespy test only getting 3fps. Riser cable is used (suppports pcie4)
Really need help for this, its my first time building a pc.

Is the GPU an upgrade to the build? BIOS version for your motherboard at this moment of time? Remove the riser cable and drop the card into the first {PCIe slot on the motherboard.

The problem will go away if i put setting to pcie 3 instead of auto, but i can not use the pcie 4 or the issue will appear again.

probably something wrong with the riser. but using PCIE 3 instead of 4 should not degrade your performance.
