New Gigabyte GTX 670 - "Coil Whine" Help

Hi, I recently purchased a GIGABYTE GV-N670OC-2GD GeForce GTX 670 2GB from Newegg on Black Friday. I noticed that this card emits a noise and started asking around and people told me that this noise is known as "Coil Whine" which appears frequently on GPUs and PSUs.
Is this Coil Whine something I should be concerned about? I tried playing around with some settings. The sound gets LOUD when I manually change the Fan Speed with Precision X. The weird part is I hear it faintly at 40-45% then it gets crazy LOUD at 50-65% (louder than the fan). But at 70+% the sound goes away completely(wtf?). I am on the latest Nvidia drivers [310.70-desktop-win8-win7-winvista-64bit-english-whql]. Does this Coil Whine go away when I "break-in" the new card after a couple of months? Is it harmful in any way?
I mostly play DOTA2 with this card at 1920x1080 on 1 screen even though I have 3 monitors hooked up to it. Usually temps range from 20-25 Celsius and I haven't done anything to make Precision X's auto-Fan Speed setting go past 40%. I've noticed this noise during the first week but didn't pay much attention to it. Now as I'm reading up on my computer parts, every little bit of new stuff scares me.
