Question New Gigabyte mobo don't work

Hello.

I have a brand new Z390 DESIGNARE (1.0) mobo and had everything except the graphic card and SSD installed. I could turn on pc which was turning the CPU fan ON (was testing my RGB LED strip which worked fine) also the blue lights on the motherboard were ON.

After attaching the Graphic card(a brand new NVIDIA PNY QUADRO VCQP2000-PB which I had it working for few days on my old PC ), I turned the PC On, but this time the CPU fan does not work. also, mobo lights are turned White instead of blue (though I am not sure when only Power is connected it was white or blue) . anyway no beep, no Status LED, nothing :/

I tried another PSU and detached everything. still White light and CPU fan off. I also tried testing the board outside of the case.
