New GPU and lower framerartes

Recently i got myself a new RX 550 4GB (Sapphire edition) and i am getting lower framerates (20-30 FPS) in GTA 5 than with my old one (asus amd r7 250 1gb 25-35 FPS).The rx 550 is a used gpu the recent owner says it was used for 6 months and it didnt have any problems.I did uninstall my old drivers and installed the most recent ones for my gpu but still no succes.I tried messing with things in the AMD settings but still nothing.My specs are
Intel Pentium G3250 3.2GHz

4 GB DDR3 1600MHz

500W power supply

ASUS H81M-R Motherboard

With a dual core and only 4gb of system ram GTA V isn't going to run well. Have you tested the new card on anything else?

I did play csgo with it and i have around 60-70fps pretty much same framerate as with the old gpu

Will an i3 4160 3.6ghz be enough with an rx 550 to power gta?
