New GPU and Windows Refresh Problems

Let me just start this off by saying, I know I'm an idiot. Sometimes it hurts.

Novice builder here, and I hope I'm posting this in the right place, if not I'm sorry. Ok so, from the beginning, since it's been a month of trouble.. Was running this setup for around 3 years with a GTX 760 4GB. The 760 started giving white lines across the TV. Did a "Windows Refresh" thinking it might correct some kind of issue. It didn't. No internet connection, had to download PROWINx64 on my phone and transfer it to PC to get a connection again.

-Bought a GTX 1070
-Ran DDU, but not in safe mode, as when I went to click X, it ran the program anyways somehow. Maybe I hit something by accident? Idk it just kinda took over.
-Properly seated and wired 1070. Lights, fans, capslock working. No signal to TV. Perhaps some basic Windows driver is now missing?
-Did something in BIOS to change from CSM to UEFI or something, can't recall exactly and can't find what I did again. Saw this on some forum, tried it. Finally got a signal from the card.
-Installed latest drivers.
-Suddenly having issues with my wireless mouse and keyboard. Signal keeps intermittently cutting out while games aren't lagging. Does it on the desktop as well. Screen periodically flashing black while watching Netflix. Streaming videos on YouTube are "lagging" as in not stopping audio but video jamming up for a second or 2. Boot ups are skipping BIOS screen and giving no signal to TV until Windows is loaded (old card did not do this.) Upon reaching the desktop, icons take a good 5 seconds or more to load.
-Troubleshooting leads me to run DDU again, this time in safe mode. Run DDU, boot up, no signal from card. Previous BIOS tinkering does nothing. Setting UEFI settings to default does nothing.
-Removed card, boot up with onboard. Set onboard to default in BIOS. Seated card, booted into onboard again.
-Installed latest drivers through onboard, made sure to install only the graphics driver and physx with nothing else. Clean install. Rebooted and changed default in BIOS to PCIe. Card is now giving a signal again, but back to square one with the same issues as before.
-Mouse/Keyboard issues are less pronounced the closer I move them to the receiver. Somehow the things I've done have weakened the range of my wireless devices.
-USB 3.0 ports died with the latest install. Not a big deal for me if it didn't cut my ports in half, since I need 4 and now have 2. My logitech mouse has a unifying receiver, but the keyboard is apparently too old and can't be unified. The other two slots go to an Xbox gamepad and a headset. Plugging them into the motherboard ports isn't an option as the M&K will get an even worse signal, and the gamepad/headset will no longer reach (it's in my living room so I have to sit a good distance away.)
-Became sad gamer.
-Was going to attempt to update my BIOS from 1.00 to 2.50, but I'm deathly afraid of doing so. Can't afford to brick a motherboard right now, especially after buying this 1070.
-Was going to try to wipe my SSD and do a fresh install of Windows, but I only have my CD and no longer have the key that came with it (moved twice and have no idea where it is.) Probably going to pick up Windows 10 on eBay.

My PC feels diseased. If a moron like myself gave you this PC, how would you fix it? I've been troubleshooting this with Nvidia to no avail, so I came here desperately hoping for some PC Doogie Howser-type to swoop in with a diagnosis on all these clues I'm hopefully leaving. Nvidia just wants me to RMA the card without any true troubleshooting on their part (a random user has been trying to help), but my humble opinion is that the card is fine and I screwed up. Help computer =(
