Question New GPU, black screen upon boot

Upon boot, VGA light on mobo is lit up red for about 30 seconds, then the pc proceeds to boot to black screen.

I've tried putting it in different PCI slots (only one supports pcie 3.0)
The pc boots normally with previous GPU.
Black screen with new gpu alone, also black when new and old connected at same time.
I've tried using hdmi/dvi/display port, and when trying multiple on the dvi receives input, but its of a black screen.
When i hit DEL, I can't tell if the PC boots or if it goes to bios, it does the exact same thing if I don't press DEL before boot.

Freshly installed new bios update.
I've cleared CMOS a few times as well.
I've re-seated ram and used only 2 sticks instead of 4, nothing changes.

Here is my build:
CPU - AMD Ryzen 5 2600
Mobo - MSI B350 PC MATE
Old GPU - Gigabyte - GeForce GT 1030
New GPU - Zotac - GeForce GTX 1050 Ti OC Edition
PSU - EVGA BR 450 W 80+ Bronze

If any other specs are relevant please let me know.

Start it up, if your monitor has dvi or more connectors hook one to gpu another to motherboard and see what happens.
If you dont have, just switch cable between motherboard and gpu.

If it does not work, let pc boot with vga led, let it run for 1 minute and hit restart with gpu only connected to monitor, it should probably recognize the gpu.
