New GPU, Blue lines, can't install drivers

Just bought a used gtx 970 and when I booted up with it I saw flickering horizontal blue lines everywhere. Now when ever I try to install my graphics driver Nvidia says I don't have any compatible hardware, even though I'm running my monitor off the GPU.

8gb gskill ripjaws 2+4 ram
Gigabyte Windforce GTX 970
Evga 500w PSU
Asrock H97 Anniversary
Corsair 100R
240GB adata ssd
2TB Seagatte HDD
Windows 10 64

Is my GPU dead?

As above ^ "Just bought a used gtx 970", used card, was bad when it was sold. #1 thing when buying used video cards, make sure you can see them running in a game or benchmark before paying, if at all possible. Too many people try to sell bad video cards that technically work, as in you see something on the screen, but are bad.
