new gpu burned after 1 week (question)

Hello, 2weeks ago i brought new gpu and psu, all worked smoothly for 1 week and suddenly my computer shutdown, ive given my computer to service and my gpu is in warranty but ive checked everyday my gpu temp and it never went higher than 40 celcius (gtx 960 3x windforce oc) im afraid it couldve been power problem cuz electricity in my house cuts for 0.1sec but that causes my computer to shutdown, and restart . Maybe that burned my gpu? Any ideas? Cuz i dont want it to happen again.
Spec: Intel 2quad q8200 2.33 ghz
Psu 650 w
4gb ram
Windows 8.1
Gigabyte gtx960 oc windforce 3x

You are mention that you had an electricity failure and the computer restarted, but the VGA worked or not?

A electricity failure could damage your PC, but mostly the HDDs.

For me there is not connection between, the electricity failure with the GPU failure. All the electronic components can fail that why exist the warranty :).

Also in most case when a electronic components have manufacture problem the failure will appear in the first month, so you don't need to be alarmed, seems only to be a little unlucky. :)
