Question New gpu but no monitor display or beep but all fans are spinning

Hello I recently decided to upgrade my gpu from AMD R9 380 to an AMD RX 580 , when i plug in my brand new gpu and turn my pc on everything turns on but i receive no display on my monitor nor a beep sound

I originally though it was my brand new gpu as i plugged in my old one and it boots up normally. I also tried to connect my hdmi cable to the mobo itself to try and run my pc using the integrated graphics and it also works but if connect the psu cables to the gpu even if the hdmi is connected to the mobo the error occurs

So i thought that the seller sold me a faulty gpu so i got the seller to replace it but the problem occurs again even with the replacement can any body tell me what the problem is and how to fix it

AMD RX 580 (Previously R9 380)
Seasonic S12 III 650w PSU
120gb SSD
1tb HDD
16GB DDR3 RAM

From where did you purchase this GPU ? From a local seller at your place, or from some marketplace like Amazon, Ebay etc. ? Is it 100% brand new ? Have you properly plugged in the 8/6-pin PCIE cables to the GPU ?

Do you also have the latest motherboard BIOS installed ? Which motherboard is it ? Booting in CSM/Legacy or UEFI mode ?

I purchased it from a local shop in my place that strictly sells graphic cards and yes im pretty sure its brand new as my friend has previously bought here

And yes im sure that ive plugged in the cables correctly

The mobo is
Acer Veriton Q77H2-AM but im not too sure whether the bios is updated or which mode its booting as im not too knowledgeable when it comes to this

I would eventually change the power supply. I's not really a SEASONIC. It's poor quality and production was outsourced to SHENZHEN RUISHENGYUAN TECHNOLOGY. Badged Seasonic , but not really one.
