New gpu fan problem.

Hello everyone,
Sorry for the slight wall of text for anyone who takes the time to read it.

I helped a friend put together a pc today that had never worked on a pc before. This was all done over skype video as he lives across the country. Anyway, after all said and done, we fresh installed windows 8.1 and he realized his heatpipe on his gpu was very hot. So hot he said it could burn you.
We quickly realized the fans weren't on and after quickly getting drivers installed and updated found out that the fans still will not spin without the help of an outside program. He had Asus GPU Tweak installed by default and found that the fans would work using the custom fan settings. We both like MSI Afterburner features/interface more so he switched to it and it works to control the fans as well, but the fans still don't spin from the time the power button is pressed to when afterburner is fully loaded. Should this be worried about? Possible RMA?

Also, I told him to check that the gpu was properly seated and he said it was fine, albeit he is very new at piecing together hardware. He seems to be less concerned that even I am, but I'd like to know if it may be an indication of a near future problem. Thanks guys.

May I direct you to the text on the back of the box, where it says that the fans do not start spinning til the GPU hits 65c, which is enough to burn your finger, but perfectly safe for the GPU.

The part with "DirectCU + 0dB Fan". The explanation is there. :)
I need to know the exact brand and model. Some newer ASUS cards do not spin the fans while in idle mode, as a means to reduce noise.

Also, bear in mind that no damage to the GPU is possible unless temperatures creep over 85 degrees celsius. Check MSI Afterburner or ASUS GPU Tweak for temperatures.
