New GPU, flickering textures in game.

I just upgraded my GPU from an RX 460 2GB to a RX 580 GPU 8GB and I've been having textues flicker in and out in every game.

So far I've reinstalled every driver and rolled back to hold ones.
Any suggestions would be greatly appreciated.

 
Have you overclocked or undervolted the new gpu? How did you install drivers? You should have uninstalled any previous drivers before. Use DDU for a clean uninstall and then install the latest directly taken from AMD site.

Motherboard: ASRock B250M-HDV Micro ATX LGA1151
Processor: Intel i5-6400 2.7GHz
Graphics: Gigabyte AORUS Radeon RX 580 8GB
Memory: Avexir Core Series 8GB (1 x 8GB) DDR4-2400
Power Supply: SeaSonic S12II 620W 80+ Bronze Certified ATX

I have not overclocked or undervolted the gpu. I installed the drivers directly through AMD's site. I have used DDU and have done a reinstall twice for far.
 


Then it looks like the card cannot keep up running on the advertised frequency/voltage which is a defect. Try to underclock a little the core and see if the issue is fixed

I have tried under and overclocking the card but the issue still persists. It works fine with the on-board graphics. I guess it could just be a defective GPU which is extremely unfortunate.
 


Yes, it looks like a defect. Maybe try another cable if you have a spare just to make sure. Can't think anything else. RMA the card, that's a lot of money
