I have installed a Gigabyte GTX 1060 6GB G1. It is currently being powered by a PSU separate from the PC's PSU. Although the separate PSU has plenty of wattage, I get the dreaded 'PLEASE POWER DOWN AND CONNECT PCIE POWER CABLE.......'. The gpu went into the slot the old one came out of, closest to the CPU. Have checked that the GPU is seated well, and that the power cable is secure at both ends. The GPU powers up, the fans spin, and I get a nice little flashing white led on the card.
Where to from here? TIA David

Hi. Technophobe here.
Due to technophobia, my best suggestion would be to haul your ancient rig to PC repair shop and pay them for diagnostics and fix.

But based on your info, you'll need new PSU at minimum. But since your rig is ancient and should be in e-waste long time ago, you may need to get a whole new PC.
Since your MoBo is HP, it may be proprietary, which may need proprietary PSU as well. And with such an old PC, i don't think you can find any better PSU for it.

It is currently being powered by a PSU separate from the PC's PSU.
Bad idea. Possibly the source of all your issues.
