New GPU isn't working even with new PSU.

So I bought an r9 270x the other day, and my old PSU didn't work with it. So I bought a new PSU, and it's acting exactly the same. It's not just that it isn't displaying anything, my keyboard lights aren't turning on either. I bought a new PSU because i thought that was the problem, but it's not. Please help me, I've been trying stuff all day.

Did you plug in all the extra PSU cables?
If the GPU doesn't work in a seperate system. I'd say it's DOA.

Yeah i made sure it was plugged in, and the whole system isn't booting, it's not just that it isn't displaying anything. My keyboard and mouse lights aren't turning on either. I figured it was the psu but I changed it and it did nothing. I did try a different system and it still didn't work.

Is the system starting at all? Any lights/fans coming on?

All fans are spinning, and power light is on, but keyboard and mouse lights aren't on. The system works perfectly fine with my old gpu.

It was used so i think i might just return it and buy a new one, but i can't really afford one right now.
