New GPU loud CPU fan

I had a computer that was given to me and i wanted to upgrade the GPU.

The MB is a

The PSU that currently is in the PC is a EVGA 500w.

Now the PC runs and picks up the new card but i noticed the CPU fan got loud and is spinning very fast, i tried to turn down the speed in the BIOS but that didn't help. Do i need a bigger PSU, some sort of Cooler to make it quiet, and is this normal for the fan to get loud like this? Thanks.
 
check your cpu and gpu usage when you dont do anything on the computer, if you dont run anything but the cpu or gpu is used you might have a bitminer. First step is, check task manager and id something is using cpu post here the process that uses cpu, also you can use msi afterburner or gpu-z to check if your gpu is used
 


Sorry what is bitminer? The PC was just reformatted and has a fresh install of windows, and i checked to see what was running and noticed my memory was at 50%
 
After checking everything the only thing that is using the CPU is the svchost. Doing updates now and will update when done if it's fixed. But the fan was so loud with the new GPU I had to reinstall the old one, and it's loud but not spinning so fast, and not as loud. Could my PSU not have enough power? Thanks
 
After all day running updates the fan was normal, no stress on the CPU at all. So I installed the new GPU and the fan started going crazy again, then I noticed my Disk usage was maxed out. Read to the off a few features in Windows 10 which stopped that but the CPU fan was still louder.

Read that it needs 750w PSU or greater but also seen some here saying they can run it with A 500w. So I can get a Cooler but my spikes with the CPU will still be there?
