Question New GPU - Lower FPS's - Help Me Please

Hi,
Just bought my new GPU - MSI RTX 2080 Gaming X Trio 8 GB (very good price, this was the reason because i wanted 2060), and i think my CPU is very weak...

My specs : i5-4690K 3,5 ghz , 16 GB HyperX RAM, SSD 250gb, Gygabite 750w PSU, and ofcourse my new RTX2080 (previous was GTX 1050Ti)

When Im playing now, i have lower FPS's for exemple in Dota2 i hade almost 200 with GTX 1050TI, now i have 80-100 and its not working smooth...
I tryed with DDU to clean and reintall the new gpu, I will want to buy but in the future or i7-9700k, or Ryzen7 3700x (dont know yet), buttt until then can you help me please to improve fps's? Or maybe its some problems with the card? (i think in Dota2 i should have same fps's.. no)
I also made changes in 3d Settings -> Vsync off, power management maximum...

Please help me

That 100% for CPU's are usage? is that so bad ? Can someone explain to me what can i do ?

Yo, sorry for late answer,
It is weird for your CPU to be on 100% but if you are playing with no vsync its normal (more frames more cpu usage), can you check are you playing same settings (if you installed GeForce experience it sets their own settings for each GPU). So on 1050 it was probably 1080p resolution with 1080 render, and for 2080rtx 1080p resolution with 4k render.

edit: your CPU is good but not for new AAA games, it will do its job dont worry but it can eat up little fps ( so in games you would get 10-20 fps more on some games but in most you will not see more fps)

I bought this card for the feature games...
Right now, Im playing Metro Exodus with Ray Tracing On - Ultra, and i have 60-80 FPS,
Of course i would like to upgrade in the future my mobo (Motherboard, CPU, RAM) because of my rtx 2080 and i read everywhere that if there is bottleneck (like my old generation CPU) it could be masive FPS drops because my CPU is limiting my FPS's (i hope im right).
With new generation CPU (3700x or 9700k, i dont know yet, please help me choosing one of it, or better option for feature PC), i think i will increase my FPS with 30-40-50 FPS, better RAM etc i think, and better optimization.

For the moment the temperatures per general are ok, but for exemple i dont know why in Dota2 in full 5v5 fights, its not working smootly, fps drops to 45 fps (60 fps limited in game and vsynk off). It is because of my CPU? ...

You need to check game settings of dota2, cause probably geforce experiance set game render to 200-400% bring it back to 100% and it will increase FPS. They all say bottleneck on everything, but that cpu can run quad rtx2080 with no bottlenecking. (Dont mix not having hardware requirements with bottlenecking). i5 4790k is good (you can OC it to 4,0-4,2 ghz no problem and gonna be even better) for next PC you need to see why you gonna use it for then see what you need, they both are great CPU-s 3900x and 9700k but for gaming are unnecessary cause you will get 5-10 fps more for the double price. Ryzen 7 or i7 is more then enough for nice gaming. Like you said now you get 60-80 fps with ray tracing on metro that should tell you how your i5 now is ok for gaming, having a i9 will gain you 5-10 more fps (if even that much) for a big price.

If i will go with 3700x, what mobo you recommand? X570? Or which one?

For the moment, i saved tome FPS's this way (until i change CPU) :
in game, it was windowed mode -> changed in Full Screen
in 3D from Nvidia settings, i changed the recommanded CPU in video card CPU to be used (tell me please if i dont force my graphic card this way)
in geforce experience, i added Dota2 from properties to be included the settings in Dota2 aswell

i did it well ?
