New GPU not at full potential

Recently got a new gpu (rtx 2070) and it isn't at it's full potential, I tried uninstalling drivers from my old gpu (rx 480) via device manager and it sait it had uninstalled the drivers and that it worked but I'm not sure if it did as I don't have amd catalyst manager. The other potential issue could be my cpu, it's an i5 6600k at 3.6ghz.

The only.part on your PC that is working right is your GPU so it's either chipset drivers Missing or winded is screwed up

It won't. You have something wrong overall. You need to either reinstall Windows, or try updating all chipset drivers and see if it gets better. A9900k running that far below average would still be poor

Given that something is going on and you want to eliminate Windows as the issue, you want the full wipe. That means making Windows 10 install media from Microsoft's website, booting to the flash drive or disk you make and doing a full wipe and reinstall.

The m2 must be the only drive connected to your motherboard to make it work right for the install

Userbenchmark again after you get all the drivers up to date (chipset too) and post results here it'll be enough to tell if it's working proper. You can move whatever is on your m2 over to the hd and bring it back when you're done

I’ve got my new windows installed on my m2 but my hdd is yet to be plugged in again, what do I do? It hasn’t been wiped

You don't need to wipe the hard drive. Just boot into windows on SSD, install all chipset drivers and windows updates, then GPU drivers

I can’t download anything as I’ve no access to any of the files, as an administrator my access is denied, I’ve tried changing everything....

And what steps did you take between the last two posts? It's getting extremely difficult to follow all the things you're doing on your PC with such a fractured timeline. At this point, I have no idea what you're doing, what you have done, and what you haven't.
