New GPU not detected

So i built my first computer last night , and began trying it out this morning, everything looked good but my gpu a Gigabyte R9280 isnt being detected by the motherboard and the fans are not moving. Does this mean that my gpu is faulty or maybe a motherboard problem? I fsomeone could help figure this out it would be most appreciated!

Try pulling it out completely and putting it back in. Make sure it's clicked in and make sure the connection is plugged in all the way on both ends.
