New gpu won't display

My system runs fine, but I when I install my new gpu it won't display and the gpu fans only spin for a few seconds. My old card will display just fine. The card i'm trying to install is 1060 and my old is a 250. My monitor just stays in power saving mode acting like nothing is hooked up, but works perfect with my old gpu.

I've tried to following; uninstalling old drivers, resetting and checking for bios updates, reinstalling several times, booting in minimal safe mode and I have no from of integrated graphics that could causing any issue only dedicated.

AMD FX 8370 4.0 GHz
990FXA-UD3 R5 Mobo
8gb of ddr3
250gb harddrive
850 watt corsair power supply.

RMA is possible, but I would like to do it after I'm fully sure it's DOA. My psu unit is bit old and can make some suspect noises leading me to think it may be the issue, but maybe not considering everything gets power and the computer dose not turn itself off. I sent an email to ASUS to see if they have any insight (probably not lol). The last thing I think to troubleshoot is putting the gpu in my brothers computer with stronger newer hardware leaving no question if its the gpu itself or my other hardware. I will update tomorrow night when I do that.
