I currently have a 3070, it’s not the greatest one out there so I’m thinking to upgrade to a 3080ti. Do you think I would see a difference or should I look into any of the new amd card?

Need to know full system specifications along with power supply and what monitor resolution you use etc.

Not too bad right now actually.

Cheapest 3080Ti is $880, cheapest 3080 12GB is $770 (Actually the cheapest 3080 at the moment)

But generally it is about $150 more for the 3080Ti right now.

Yea $110 for like 4fps on average more performance, is simply not worth it. I have seen 6900xt, as low as $730, recently. If Ray tracing isn't a concern, it might be worth considering, as well.

I actually found a gigabyte Radeon 6900xt, 2285 mhz boost clock 5120 stream processors 16000mhz memory clock 16gb memory size gddr6 card for 729.99 on Newegg thinking about going with that. Would that be a decent jump from the 3070?

I would have to say yes it would be. With your 3700x your mileage may vary.

Respectable
32gb of 4000mhz ram
Do you really run it with 4000 Mhz?

For best performance fclk should have have the ram-speed to run in synchronouse mode. That means, for 4000 Mhz fclk should be 2000 Mhz, and sorry, but I do not beleive that.

For 3xxx-series the official limit is 3200, on most motherboards 3600 is possible ( depending on 2 or 4 ram sticks), very few can reach 3800 with flck synchron with half the ram-speed.

It will be better to lower ram-speed to 3600 and use flck of 1800 and optimize the subtimings.
