New Graphics card nVidia GTX 650 Ti, Red/Blue dots on screen

First things first, I was playing XCOM: Enemy Unknown when my screen went black and froze(Keyboard not working). I restarted it and it's all where it started, RED DOTS ALL OVER MY SCREEN.

OS: Win7 64-bit
RAM: 4.00GB
CPU: Intel Core i3-2120 @3.30GHz(4 CPUs)
Graphics Card: nVidia Inno3D GTX 650 Ti (Although dxdiag nor my nVidia control panel detect what my current graphics card is after the incident)

Whenever I start my nVidia Control panel it will say "You are currently not using a display attached to an nvidia gpu"

I tried clean installing the drivers with the latest version 314.22 for Win7 64-bit to no avail

Things I have done
-Uninstall/Reinstall the drivers. (The problem was gone until I installed it again, the red dots of evil appeared once again.)

-Check if the DVI cables were loose. (Nope, it's not, tried unplugging and plugging it again too)

Other Informations + Images:

I never attempted overclocking it, this is a new one bought 4-5 days ago.

I used my cellphone to capture a part of the screen because the dots wouldn't be too visible if I captured the whole monitor.

^ Hey, thanks for the answer. However, I have no idea how to do an OS 3D test. Can you please help me in that one?

I will RMA as soon as possible. I'm just trying to see if I can find a fix for this annoying problem

I could be wrong but it sounds heat related. I have a NVidia evga 560 ti oc and after much wasted time I found out that if it's oc'd from the box leave it alone. You need to add a fan control program I prefer msiafterburner, it's the easiest to use. You can preset it to load with windows or what have you.

A test for my graphics card won't do since my computer(dxdiag, nVidia control panel) itself can't detect it. (Running my computer on 800x600 ever since)

I have a Nvidia evga 560ti oc and just regular running wow on ultra without using a fan control program I've seen temps into the 90's that cannot be good. The difference in using msi-afterburner fan control is that using that program cuts the temp to like 45-50 C. LOL I don't wanna know what that is in F but it's too dang hot. I know of EVGA Precision, MSI-Afterburner, there's others out there but as I said earlier I like afterburner cause it shows all u need to know. Hope this helps

I JUST SOLVED the issue MINUTES ago, it's weird how I just cleaned the dust on top of my graphics card(I didn't even bother dusting the fan) but right after I turned on my PC. It worked, no more dots, the pc can now detect my graphics card once again.
I'm now curious how this happened. @_@
