New Graphics Card Turning On and Off

So, I just ordered a new graphics card, and got it today. My computer doesn't have an on-board graphics card and my old one just stopped working. I put my new one in, and when I turn it on, the machine turns on, then the fan and the graphics card turn on, then off, 7 times, then it runs with full power and then a long beep comes one and stops after a minute. I'm not an expert by any means, and I haven't found a thing related on the interwebs. I'm stumped. If anyone can help, it will be greatly appreciated.

750 watt PSU
Motherboard: Original Dell XPS 630i Motherboard
Processor: Intel Core 2 Duo E8400 3.0
New Graphics Card: ATI Radeon HD 3870 X2
Ram: 2GB DDR2

It might be a dead on arrival, its no worries however. All you need to do is if it is within warranty go to your retailer or go online to say your problems and get a new graphics card. I doubt the power supply is a problem and the motherboard should be fine if you are getting power. If you still get the new graphics card and have no idea just go to a specialist to get it checked out and you should be good to go.
