New Graphics card won't work.

I recently purchased https://www.ebay.com/itm/Gigabyte-AMD-Radeon-HD-7950-GV...
to put into : https://support.hp.com/us-en/document/c03189539

When I install the AMD Radeon HD 7950 I get a black screen, no beep code, no led on the power button, all fans spin on the graphics card and in the case.
If I use my old AMD Radeon HD 7670 everything is fine.
I have the 600w psu. Was wondering if anyone knew what the issue could be? Thanks in advance.

I just tried using a gtx 760 and got stuck on the bios screen and unable to load bios.

Make model? Amp rating for 12v+ rail? There are a lot of power supplies out there. Some 600 watt power supplies are dangerous to your system and can't provide enough power.
