New graphics card

Ok so I would like to buy a new graphics cars for my birthday. At the moment I have a nvidia geforce GT 620 that runs skyrim on low graphics. I want to be able to run games like skyrim at ultra or high so I will probably purchase a nvidia geforce gtx 760. The problem is that my computer I have is relatively slow. It is a 2 year old desktop that I bough for 850 dollars at the time and is in no way a gaming computer. What I'm really wondering is if I install a new graphics cars will it make games like skyrim run a lot smoother on my PC? Here are my specs

3rd Generation intel core i5-3470 processor

12GB DDR3 system memory

2TB hard drive

Nvidia geforce GT 620 graphics card.

I am also on windows 8.

Get an ATI 280 same money or less and a lot faster than nvidia 760

i will also suggest upgrading to windows 8.1 as 8.1 is slightly faster than 8 in that if you can go to windows 10 for the year which it is going to be free anyways then um just revert back if it isn't actually a free upgrade.
In that 8 to 8.1 is free but it is yet to be seen if 8 and 8.1 to 10 is free.
