[SOLVED] New Graphics, PSU, and SSD. Every game on every setting has fps drops.

So I recently just bought a radeon 5700 xt RED DRAGON, Seasonic S12III 650, and a Corsair Force MP510 240GB SSD, and everything went smoothly. I wanted to play something to pass the time, so I downloaded Binding of Issac. When I played it, it would stay 60 frames, then it would drop to 50-55 fps, then going right back. I tried this for every game and its the same. I could run Far Cry New Dawn at 1440p 60 frames just fine, but it just just randomly jump to 50-55 fps for a split second. Same with every setting. And my gpu, nor my cpu, would ever go to 100%. usually not even close. Neither did the drives.

I also ran a FurMark, and never got a stutter or frame drop at all. On a 1080p test, 135fps the whole time. 100% usage.

Windows 10/ peripheral software or game settings are usually the problem.

Fullscreen optimisations
Win10 classic fullscreen
Win10 Cortana
Game settings
Radeon driver or settings

I don't believe your system is behaving badly but the software running on it.

Search what I've mentioned and tinker.
