New gtx 1060 3gb with fx8350 fps problems

i just installed this gtx 1060 and my fps on league of legends is like 50 fps on teamfights. Even when its solid fps it still feels laggy. On other games the fps arent stable and my cpu usage while playing goes from 3% to 14% any ideas?

15% CPU usage at its maximum? Thats odd. Make sure you have the latest drivers for the cpu and the gpu installed. Check the bios to see if some cpu cores are disabled. Make sure the cpu is not below its base clock speed. Also make sure you are not using integrated graphics from cpu or motherboard if the support it.

the thing is that i dont currently have the money to do so. Im pretty sure the cpu isnt the problem its just that the gpu isnt working as it should. I thought of formatting and installing all the new drivers because i changed hardware but im not sure thats gonna help
