I have updated my drivers. I did a clean uninstall through safe mode, and a clean install for the new one.
I just recently upgraded my PC's storage, RAM, and GPU.
I added a WD Blue 4tb HD, 16gb Ballistix sport RAM, and replaced my GTX 760 4gb GPU with a GTX 1060 6gb SC gaming GPU

Ever since, I have had nothing but heavy frame drops down to 10-20 fps when it used to be at least 40-60fps. I've run MSI Afterburner for some games to monitor the usages; sometimes my GPU is running at 20-60%, other times it goes from 100% and fluctuates down statically. My CPU operates at 60-80%, sometimes 100% BUT never when the GPU is. I'm not sure if it's because of my GPU being superclocked when I bought it (?) and could be causing a bottleneck. If so, how do I detect the bottleneck specifically or the type? What's the solution? I have tried running my games like Crysis 2, League of Legends, and The Long Dark (to get a good broad range of tests) on max low and high settings, but all still drop frames and sometimes freeze for a second at a time.
ALL of my games drop frames, even games like Mount and Blade which my computer has never had any business even thinking about dropping frames to. It can't be network as I have Fios gigabit connection and have no issues downloading a movie in 12 seconds.
I have tried many solutions to no avail. If anyone here has some ideas please lmk.
