New GTX 1070 graphics in computer but computer wont boot up.

I just got a new graphics card for my computer, I have a Gigabyte GA-B75M-D3H motherboard, a 650 watt power supply model: PS-650TM, 8GB ram, i5 processor, my computer turns on and runs fine when I turn it on using the default graphics card when I put the new graphics card in all the fans work and the lights work but it just won t get past the BIOS screen just sits there and then the screen eventually comes up with "no signal" and beeps every 30 seconds. I deleted all the old drivers for the previous graphics card I had in it but still no luck. https://ibb.co/bMRDXK that image is the screen that it won t load past, https://ibb.co/nyEYXK this image is my current bios version. Yes it is properly connected to the power supply. it is possible that i need to update my BIOS if so how do i do that? Any help will be much appreciated.

Does your bios has a setting called 'default display option'(or whatever)? If yes, then locate that setting and choose PCI express, that is, load the display by with the graphics card, it may be set as onboard graphics

Is your monitor connected to graphics card? or did you leave it connected to video output on motherboard?

it is connected to the graphics card not the output on the motherboard..

Can you make a photo of PSU label and show it here.
Probably your PSU is not up to task of powering your new graphics card.

Remove the gpu completely, reset cmos (pull battery or move jumper -see mobo manual), plug monitor into mobo to get going again.

That psu appears to be fire hazard material.

What was previous gpu?

Okay I will try that thank you, I had a Geforce 660 ti but it stopped working . I would turn on the computer and the fans on the GPU would work for 3 seconds then they wouldn't spin at all and no signal to the monitor , that's why I bought a new one
Could it be the psu? I have had it for a while

You're powering GTX 1070 with that?!
It's not even close to 650W. That is 360W PSU (12V rail at 30A).

Get yourself a decent 500W psu and trash this one.

jaykie97 I completely agree with SkyNetRising; that is the most trash PSU that I've seen in a long time. I also think that power supply is the cause of your GTX 660 Ti "temporarily" not working or being permanently damaged. Do not even attempt to power on your 1070 without first buying a new quality power supply. Since your PSU label says 230V, I presume that you're not in the US; my guess would be Malaysia or the Philippines. If you need helping figuring out what a good power supply is, then please supply us with two links to a computer component website that you would consider buying from, along with your budget.

One last request: Could you please take a photo of your entire motherboard, and upload the link, so that we can see? I'm wondering what connectors on the motherboard are plugged in from the power supply. Again, I strongly recommend that you not attempt to power up your GTX 1070 until you replace that PSU.
