New GTX 1070 with low fps

Hi,

I have a brand new ASUS STRIX GTX 1070. My other specs:

CPU: i5 6600k
Mobo: ASUS H110M-A
RAM: 16GB Hyper-X Fury DDR4 2133Mz
PSU: EVGA 600W

and then an SSD, a HDD, heatsink, case fan, case

I previously owned a gtx 970 and have geforce experience. I have updated drivers too. Geforce experience tells me to use rise of the tomb raider at relatively low settings. I am using a 2560x1600 monitor, which is close enough to 1440p. At these settings, I get typically 40fps. Websites like this (http://www.guru3d.com/articles-pages/nvidia-geforce-gtx-1070-review,13.html) say a gtx 1070 can run RotTR at very high settings with 70fps at 1440p.

Why is the performance so bad? This doesn't happen with other games (e.g. it recommends ultra for DOOM). Could a component be bottlenecking?

Any information / help is appreciated.

UPDATE:

I can play GTA V at very high settings (recommended by geforce experience) but the fps varies wildly between 30 and 60fps (my monitor max is 60). Strangely, it never falls below 30.
However, DOOM runs ultra settings at consistent 60 fps
