New GTX 760 does not seem to run at full potential

Yesterday I installed the EVGA GeForce GTX 760 2GB Superclocked ACX Video Card into my computer, replacing my old EVGA GTX 650, and it does not seem to be running at its full potential. It seems to be running at almost the same effectiveness as the GTX 650, but why? I know that a few things may need to be upgraded in order to run this card fully, but what should I upgrade? I do not have much, or really any money to throw around too much so I'm hoping it is not too costly. I do not want to upgrade my CPU, before that is mentioned, as that is way too costly, any recommendations?

remove v-sync on games. go to nvidia painel and remove power play and you will unleash the best. and you cpu can oc at 4.0ghz no voltage need.

How do I remove the V-sync on the games? Is is in the games it self? and where on the Nvidia control panel is Power Play?
