New GTX 780 TI artifacts even after RMA

My old zotac 780 ti oc had artifacts of green lines on screen and blackscreen when installing the gpu driver.so i RMAed the gpu and got a brand new same gtx 780 ti oc and after using it for sometime i launched siege and it got blackscreen after restart again gpu driver not recognized plus blue dots appear on screen and black screen when trying to install nvidia driver.i have doubt on my PSU(WHETHER ITS THE PROBLEM) my PSU is cooler master thunder 600watt. Help me please please.

If you have a friend or family member with a gaming system that has a good PSU you could try the card in there system. If it works fine then the issue is more then likely your PSU.
Also forgot to mention siege crashed right during power cut in my house and it went to battery and came back(just telling this to explain what and all happened during the problem began)iam hopeless help me please anyone.
 


Not really.
The so called "paper clip" test is worthless, it can only confirm a totally dead psu.
Cheap $10 testers are not much better.

If you can not borrow a suitable psu , I suggest buying a replacement from a seller with a good return policy and
a modest restocking fee. 15% is common.
You might do it anyway, Coolermaster thunder is not a high quality psu, tier 3 at best, and likely worse:
