Question New hard drive, now no bios

So I installed a new Sata hard drive along with a new video card. After installing both, I started up the computer and expected to go into the BIOS to re set things up. I had an install of Windows 10 on a USB drive ready to go. When I turned it on, my monitor showed nothing. The fans and lights went on, it ran for about 10 to 15 seconds, then shut down. Then it starts back up, runs and shuts down again. It will do this continually. I never see anything on my monitor though. So I Uninstalled the card and new hard drive and hooked the old one back up. Still no go. Nothing shows up on screen at all now. Tried unplugging power and resetting the cmos. Any ideas? Everything ran fine before this.

Remove GPU and install only the HDD/SSD you want to install Windows on. See if it boots into the USB to install Windows.

Tried that too. Have everything removed. Just trying with hard drive now. Same thing.

Would I be able to at least get to the BIOS with NO hard drive attached?
