On a Gateway essential 450. If I copied the files from "C" to an external
harddrive, and then copied the files from the external drive to a new
harddrive (new to me, actually used), and then removed the original HD,
changed the jumper to master on the new drive, would it be bootable and
work?

No. You'd need to use a utility to do the job. Symantec Ghost or Drive
Image will work, Acronis TrueImage as well.

Most drive manufacturers supply free cloning software that works - albeit
usually far more slowly.

You cannot simply copy the files and have a bootable disc.
