Question New hardware but high cpu usage in games no matter what I do.

Hello all, I've posted similar threads many times but keep running into the same issue after I thought I had fixed the problem. Games like nier automata and dragons dogma don't seem to make my cpu run at 100% but greed fall and fallout new vegas do. Please help me. Playing with choppy and inconsistent frame rates drives me absolutely insane.

Specs:
Brand new gigabyte 365m ds3h mobo
Brand new corsair vengeance lpx 2x8 16gb ram 3600mhz
Brand new game max 750w psu
Brand new i59400f cpu
Asus gtx cerberus 1070ti

Clean install of windows and drivers.
Using windows defender as anti-virus.
Scans are turned off.
Yes xmp is enables in the bios

Highest temp for gpu was 65 degrees and cpu was 61
