New hardware changes, no luck getting computer to run.

I recently bough a new CPU motherboard and case. When I power the computer on, the fans and LED work, and I can even heard a little loading noise for a brief second, but I get no video input from my monitor (black screen).

The motherboard doesn't have integrated graphics, so I use the graphics card I have which I'm sure is set up correctly (6pin via PSU and VGA to monitor VGA)

The CPU is set up properly. RAM sticks installed. PSU is connected to motherboard via 24pin and the 4x4pin power slot.

Last, the hard drive is connected via SATA from motherboard and is also connected to the PSU.

That's all I have. That's all that's required to run a computer, right? My HD already has windows installed so I don't need a disk drive at the current moment.

I'm new to building computers so I'm at a standstill on what to do. Some concerns of mine: could it be my PSU? My graphics requires 450Ws and my PSU is exactly 450W's.

Another possibility is my graphics card is not compatible with the motherboard, but I don't think so because they're AMD supported by PCI express. Graphics is PCI 3.0 x16 and motherboard is 2.0 x16 but I read somewhere that PCI 2 and 3 are compatible.

Most likely your problem is your psu. Tom's recommends 500W with the 7770 http://www.tomshardware.com/reviews/gaming-graphics-card-review,3107-3.html

Raidmax is not a great name. Try Corsair, Seasonic, XFX, PC Power and Cooling, Enermax, Antec to name a few.

Ok so I bought a new PSU:

And now the computer won't even power on. Cables are connected I'm pretty sure.. and when I flip the PSU switch on both the CPU and the PSU fan starts spinning slowly, but the computer doesn't start. I have no clue what to do.

Ok so I moved the RAM nearest to the CPU and now the CPU fan won't spin for some reason. What could possibly cause the computer to not boot? With the old PSU the computer would boot but I would get no feedback from the monitor.

Alright. Fixed some cables and got the computer to run, except I'm back to where I started when I made this topic a few days ago. Computer boots, for half a second I hear some loading; but no output to monitor. Graphics card is connected via DVI-VGA adapter to my VGA monitor. Please assist.

After reading up a bit, I read somewhere that if your computer does not beep with the RAM and GPU removed, the problem is probably the PSU>Motherboard>CPU. Mine doesn't beep (system speaker is installed), so I'm probably going to replace/refund both MB and CPU... after trying to reset the BIOS. Hopefully it works then.
