New HDD, BOOTMGR IS MISSING...can not install OS

Hi i just replaced an old hdd that had gone bad and upon trying to install a new copy of windows 7. i am given the option to press any key to boot from CD/DVD but regardless if i press anything or not i get the BOOTMGR is missing, press Ctrl+Aly+Del to restart.

i am stuck in this loop and am unable to do anything atm.

can anyone suggest a solution or what the problem might be.

update: after continuing tho hit ctrl alt del and restarting many times, i have eventually gotten the system to boot from the disk..i am unsure why it suddenly started to work since i made no changes at all. however i suspect maybe memory could be bad so am currently running a windows memory check(3 pass's with no errors so far)

could their be another underlying problem with my system im not thinking to check?

cables are good. MB is relatively new as well as RAM and everything else for that matter
