PC was running with just a SSD drive, needed to add storage. Got a 1TB traditional drive to use as storage. Installed the drive, got into windows, headed to disc management, started a normal partition, and the disc management utility froze. After about 20 minutes it said Partition has Failed. Rebooted the computer, and disc management wouldn't even open.

Shut down the computer, checked all connections, tried turning back on. Computer cycled on/off twice, so I killed power and checked all vital connections and for anything that might be causing a short. Everything looked totally fine, so I turned it back on. Cycled on/off again, but at least got into BIOS. Everything in there looked fine, CPU was fine, Temps and fan speed fine, etc. Shrugged it off and rebooted. No cycling of power this time, but the motherboard logo screen took FOREVER. Then the Windows 7 loading screen showed up and just sat there. After 10 minutes I rebooted. Same Thing.

Grabbed the installation disc and tried booting from CD, it got to the windows screen and just froze. Shut everything down and unplugged the new storage HDD. Rebooted from the SSD. Had the options of Repair or Start Normally. Tried repair, it just sat on the loading screen for the repair tool and froze. Rebooted. Tried Start Normally. Windows booted totally fine.

Long story short, the computer freaks out, and windows completely fails to load when the new drive is attached, but when it's removed its totally fine.

Hey, poptya!

Seems to me that you are most probably dealing with a faulty hard drive.
You can test it on another computer as well, see how it will react on the other system. Also maybe try a different SATA cable as well.
Since it's a new drive, you can simply contact the HDD manufacturer and RMA it. You should be able to get a working replacement product.
I'm afraid there's not much you can do, since it won't even let you load the Disk Management.

Hope I was helpful! Keep me posted though! :)
