New heatsink help

Corsair Carbide Spec Alpha case, i5 6600, 16 gb g skill ddr4 ram, Asrock H170M Pro4 mobo, R9 380x 4gb gpu, 2xToshiba 3tb hdd, 1xSeagate Barracuda 3tb.

I really need to replace the stock i5 6600 heatsink that came with the cpu. I kept thinking one of my hard drives was causing this annoying whine. The cpu heatsink does indeed cause an annoying whining noise when it ramps up, but now it seems it is making a constant, extremely high pitched whine.

So, I need to replace it, so I am wondering, could people recommend a good, quiet heatsink for under 30 bucks.

Arctic Freezer i11 would be more than enough to cool your i5-6600 chip, while being quiet as well,

I have Freezer i11's bigger brother, Freezer i32 cooling my i5-6600K chip. But since 10 bucks out of your budget range, there's no point to suggest that for you.
