New homebuilt keeps restarting every 2 seconds

Hi

A friend of mine built his own PC with one of his friend. Both configs are exactly the same except the GPU. The first one works great, but the second one keeps restarting every 2 seconds, without any sound,

As I'm used to build computer, I first thought that it was a connection problem, but everything seems good and as the two computers are exactly the same, this reduces the risk of error.

I also try many things like clearing CMOS, unpluging every thing except MOBO, CPU and RAM, try to switch between both RAM bars and slots and even change the power supply, but it still doesn't work.

So I think CPU or MOBO is defect, but I can't find a way to know which one. Maybe some of you can help me to solve this problem, or give me some advice? I don't have any other identical CPU to check...

Here are the specs of the computer:

- Gigabyte GA-Z87-HD3
- Intel Core i5 4690 BOX
- 2x 4GB Kingston Grey Series DDR3
- Sapphire R9 290X (4GB)
- be quiet! Pure Power CM L8 730W

I've you've tried switching all other components including the gpu and it's between these two it's likely the motherboard as they fail "relatively" frequently and are easier to break. Whereas CPU's aren't usually DOA.
 
yeah I think so too, but when I put off the CPU, I saw that they put a LOT of heat paste. So much that I had to carefully clean up the CPU and remove 50-60% of the paste... The supplier is ok to change either CPU or mobo, but if he had to test which one is defective, it won't be costless... :-(
