New i3 or older i5?

A friend wants to buy a new PC, spending on a newer i3 8100 cost more or less the same as buying a used i5 3450. What would be a good investment?

i3 8100 would be better. It is also a quad core but higher clock than the i5.

Plus newer feature support etc.

1- what budget
2- what use of computer
3- what games will be played
4- what gpu will be used.

newer = new motherboard, ddr4 ram,
old cpu won't fit in new gear, so there is no upgrade path
i3-8100 will give him upgrade if he wants it in the future.

If it's a purchase of everything, get the i3 8100. The only reason to go with an older i5 system is because you can't afford the newer tech.
