New i5 3570K goes up to 4,1 GHz randomly, is that normal? (some load)

When the cpu is 0% utilized it's around 1.7GHz. I assume that is auto underclock.

When it's doing something it can go up to 4,17 GHz. Is that normal??

It says max 3.8GHz.. Mobo is Gigabyte GA-Z77X-D3H

Well I can only say that I experience the same. I got an i5-3570 that boosts all the way to 4.8 Ghz after I installed a new water cooler without touching a thing in BIOS. I was a little worried in the start too, but you shouldn't worry. AS long as you don't experience heat problems or performance problems, then it's just fine.
