new i5 skylake with terrible performance

I got the cpu yesterday and built the system the same day, but it was too late to test <language edit> so i only did it today. The PC boots and every program works as they should, but the cpu load is incredibly high even at a startup (70+%) this gets even worse when gaming, where it goes up to 100% and gives me 15 fps. Cinebench gave me 551 points which seems low for the cpu.
What can i do?
I have heard about the latest nvidia driver (375.86) causing increased cpu load, so i installed the previous one but that did not help either. Someone also suggested using an unparking tool, again, no improvements.
What options do i have left?

*Specs: 1070, ga-z170-hd3p, 16gb 2133mhz ddr4 600w CM psu

What is your cooler?

45c. seems abnormally low for running P95.
How are you measuring temps?
HWmonitor is a reasonable tool.
Using CPU-Z what is your multiplier under load?

In windows power management is the max cpu load set to 100%
 


6600k, a lowly 212 evo, so temps really are low, temps were measured with msi afterburner, multiplier is 35, base value 100mhz, checking on the power management thing now

Update: everything is set performance-centric if that's even a phrase in english, but you get what i'm saying, yes, cpu load max is at 100%
