Question New i7-8700 capped at 3.49Ghz boost speed?

Hello all im new to the forum. I have an question about a new CPU and motherboard i just got few days ago. I have an PRIME B360M-A with a i7-8700 CPU. The cpu is advertised to get up to 4.6Ghz boost speed using turbo mode. I have all of this turned on in the bios. It refuses to throttle anything passed 3.49Ghz at 100% usage. I'm at a loss to find out why. Any help would be appreciated.

The CPU is not the "k" version so MCE isn't an option.

You shouldn't normally see much or even any boost at 100% load. Boost happens with lightly threaded work loads when there is thermal and power room to spare.

Your chip at slowest should be 3.2GHz so you are seeing a bit. But to hit the 4.6GHz you need to be running something that doesn't hit the CPU that hard.
