Question New Inspiron 5490 , mx250 2 GB Graphic card stuck at 139 MHz Right from factory.

I have purchased Inspiron 5490 with MX250 Graphic card, Since the day I have been using it the Graphic card performance is stuck at 139 Mhz when plugged in while on battery it goes uptil 500 Mhz . because of which I am not able to play FIFA 19 and even GTA 5 is lagging too much.
Whereas INTEL UHD graphics is performing much Better.
CONFIG
I5 10210U
8GB RAM
512GB SSD
WIFI 5


I have replaced the laptop twice but the problem still exist

Does anyone has a idea what can be the issue and how to rectify it?

The card should run at 1500MHz.

Is it getting hot?

How old is your laptop?

When did you last replace the battery?

When diod you last remove the covers and blow the dust out?

yes it does get hot.
Its a brand new laptop ...the condition was like this since the day i bought.
I have replaced it .. but the replaced laptop also has the same issue.

yea i have bought a dell inspiron 5502 and im having the same issue stuck at 139 hz tried eeverything . nothing worked
