I just recently switched my ISP because my 20 Mbps Down / .8 Mbps Up was not cutting it for my want to Live Stream and play games competitively. I now have Orbitel and I pay for 50 Mbps Down / 2.0 Up which should satisfy my quench for the things I want to do. But it seems as if it has taken a turn for the worse. My latency in CS:GO sits at 25 and then spikes up to 600+ repeatedly making it unplayable. When I first got my internet I could Live Stream at 1500 Kbps and play online games no problem within the span of the same day the quality of the latency has dramatically declined and I do not understand why.

Please reply with any information or help you might be able to give me as well as let me know if and what tests I need to run for further information. These tests were done at around 4 am. I really hope this is not a bad case of ISP throttling. Thank you for your time.

So does the tracert always look like that....ie you only get the delays in the hops in the middle but the hop to the end devices are good numbers. Your speed test shows no problems.

If it is always like that you can't put too much faith in those numbers. It like hop7 if it were actually dropping all the data no traffic would ever get to hop 8.

If it does cause issue to the end hop then it indicates you have a problem with the connection between your house and the ISP. Run continuous ping to your router ip and to the ip in hop 2 and send those to your ISP. If they have any clue they will know it is not your pc or router causing it....it could be wire in your house before the modem though so check they look tight and clean.
