Question New laptop HDD/SSD question

My redundant Panasonic CF19 has no SSD installed (employer removed for security), as they are no longer required so instead of going for recycling, I am trying to give it a new lease of life (with employers permission). However with no SSD and the BIOS manager password long forgotten by the now retired IT department, I cant use the Windows creation tool usb stickmethod to kickstart it. My question is, with the laptop being permenantly set to boot from the SSD. Is it possible to install Windows (preferably W10) on the new SSD via my desktop, then install that SSD into the laptop and get it up and running
