I just started building a new PC, I have it in an outside the box build. I have hooked everything up and nothing happens when I turn the power on. I get a long beep followed by 2 short beeps.

And yes I have tried the guide here

1 long beep followed by 2 short usually indicates a video error. Try re-seating the video card for a third time just to be sure, then maybe try and find another video card to test and diagnose whether your video card is dead or if it's the PCIe slot.

I could be wrong, but I don't think the FX-8320 has integrated graphics. He might be kind of screwed unless he can borrow a friend's graphics card or something.

You are correct, my mistake on that front. If he has no way of verifying that the card isn't DoA, he's screwed.

Have you tried both PCIe x16 slots? I had a Z97 mobo that had a dead slot but otherwise worked fine.
