New Machine wont boot past POST

So I put together a new machine
Motherboard- ASROCK 990FX Extreme 9
CPU - AMD FX9370
Memory - 4x 4gig 1866 Ares Gskill memory
GPU - Radeon 7870
PSU - Rosewill RX850
Case- RaidMax Vampire Full Tower
Cooler - CoolerMaster Seidon 120v
LG 24xDVD Multi Drive
Samsung 840 EVO 250GB SSD

So I get it put together, and start it up. All the fans come on and you can see the computer start its post test via the readout on the motherboard. Nothing appears on the screen, and the computer hangs on code "99" on the motherboard readout. Manual says code 92-99 are related to PCI-E devices. I had a spare video card to I put that in, and I get the same code. Both these cards work fine in another machine. I was thinking PSU is the issue, I read a bunch of reviews of people having problems with these Rosewill PSUs. Any other suggestions or should I just get started on the return process for the PSU. Any help would be appreciated. Thanks in advance!
 
i would start with taking everything out of the system, and try boot it with a minimum of RAM, no HDD, no Video card, nothing but the keyboard.
This should give you an error that the video card is missing... put know good one in the system see what happens.
try a really basic video card if possible not one with additional power connectors.

As a rule start with from the beginning check and re check every thing,
 
Tried that. Removed everything but 1 stick of memory, cpu, and keyboard. POST stops at "d6" which is video card not recognized. Tried it again with that + the video cards. POST stops again at "99"
