This is my first build and looking for some help. I'm just looking for something to watch my ripped movies on.

So in short I'm thinking of building something small that can play videos in 1080p, with 2 usb port, and an hdmi port. Please note that I will only be watching movies on this

I thought of just using vlc as the player

Has 7.1 surround sound

Also this computer should be quiet

I do NOT need anything to play dvd's or blue ray's

I would also like it to have a fast start up from hibernation and power one, but this is not that important

I would like to get his done as soon as possible

Budget Range: under 500 if possible

Preferred Website for Parts: newegg.com but open to any sites

Location: I'm in Pa, USA

No Preferences in parts

For the uniqueness of this project I am at a near loss of where to start so any thoughts, comments, or ideas of where to start would be much appreciated

Are you looking for something to play your videos via the network, or with an external hard drive? You can install Plex on the Roku 3, and stream content from your PC using Plex Media Server. It has a USB port and HDMI, and only runs your $100.

You could ditch the SSD but you mentioned boot speed as a priority. You could also go with a nicer case and separate PSU, but this would get the job done.
