New Micro-Atx Build. No beeps, no LEDs, no POST. What's wrong?

I recently bought all the parts for a new rig I'm building, and when I turn it on after assembling it (outside of the case), it doesn't post. The fans on the PSU and CPU (also the GPU if I have it in) whir to life when I short the power pins, but taper off to spin lazily after about a half a second. If I try to slow/stop the CPU fan, it resists and will maintain the lazy pace, so it is being powered. No error lights are on the motherboard, the only light on is the green power LED.

This made me think it was either the PSU or the motherboard itself. As I bought the motherboard off Amazon, it was a really easy return. I also returned the CPU cooler just in case. No luck, same situation. So I went to the PSU. It was harder to return, because Newegg doesn't take responsibility for dead parts, but I got a replacement after a couple weeks. No luck again, same thing. Then, thinking I was just really unlucky, I sent for another replacement/return on the motherboard. Now, I've got my third motherboard, and the same thing happens. No lights, no beeps (but my motherboard doesn't have a speaker), no nothing. I'm sooo frustrated with this right now. The only things things I haven't returned are the memory sticks and the CPU, but since no LEDs went off, they couldn't be at fault (talked to Asus support on this, and that's what they say, at least).

Has anyone ever had something like this happen, or have any guess as to what's wrong? This is my first build, I was so excited about it, and I've had the parts for over a month now, but still no (working) computer 🙁

Components (pretty sure these are fine, but if you see any incompatibilities, don't hesitate in saying so):

Solution
You need to stop randomly returning perfectly good hardware and do some basic troubleshooting. We have a sticky for this exact type of problem. Perform all the steps in the troubleshooting checklist and let us know how it goes. There's a link to the checklist in my signature.

Oh, I already did that. I mentioned it in parenthesis in the components part of my post. I'll bold those so they're easier to see. Thanks for your quick reply though!
 
I always test the graphics cards, RAM and power supply in an existing build. It is more difficult with the CPU and motherboard due to socket limitations.

Is there any chance that the computer that you are typing on is a desktop and you can test some of the components? I have FM1, FM2 and AM3 systems so that I can test the parts since I stay a generation or 2 behind current technology.

I have never built one from scratch since I wait for clearance on pre built desktops because it includes the operating systems and all of the basic components.

Unfortunately, this is my first build and is from scratch, I don't have anything to test against :\


Will do! I built it with a more experienced friend and troubleshooted a bit with him, then with Asus support on the motherboard, and after we couldn't find the problem he (and Asus support) recommended I return the hardware. I came here as kind of a last resort after that didn't work, and I'm new here. Thanks for pointing me in the right direction!


Also, I'm terribly sorry guys, I was relying on email notifications to keep up with this thread. I got one for the first reply, but I didn't get any for the subsequent replies. I just thought nobody was replying to the thread, until I checked the thread itself. I wasn't trying to ignore any suggestions...
