Im coming from CPU: i7 9700k MOTHERBOARD: MSI MPG Z390 Gaming Edge

Swapping CPU and mb and just booting into windows is pretty rare

normally 3 reactions
  1. it works fine
  2. it works but there are weird problems
  3. it doesn't work at all.

you appear to be at stage 1.5 where C works but other parts don't.

I would suggest a clean install as you get benefits of new hardware. You should expect to do this anyway after buying new CPU/MB as its essentially a new PC.
